ISO announced this morning that Office Open XML has received approval as an ISO/IEC international standard. According to Microsoft, Open XML now joins HTML, PDF and ODF as ISO- and IEC-recognized open document format standards.

Earlier this month, Microsoft's Office Open XML received the official seal of approval from the ISO. Soon after, the standardization body took control of the standard. Nevertheless, as the SDK roadmap shows, Microsoft still has a lot of work to do. Microsoft's main task is the development and maintenance of the Open XML Format SDK (previously known as "Microsoft SDK for Open XML Formats"), which supports developers that need to manipulate Open XML packages. The full SDK also contains how-to articles and reference documentation for Open XML programming.

Microsoft won a key battle over acceptance of its Office Open XML, or OOXML, document standard yesterday when the International Organization for Standardization, or ISO, announced that it passed a recent ratification vote among members. The vote was a big win for Microsoft, which has struggled to promote Office 2007's new file format in the face of Open Document Format (ODF), a competing XML-based standard, increased scrutiny from government regulators, and a previous rejection by the ISO. However, legal hurdles to its adoption remain.

Approval requires at least 2/3 (i.e. 66.66 %) of the votes cast by national bodies participating in ISO/IEC JTC 1 to be positive; and no more than 1/4 (i.e. 25 %) of the total number of national body votes cast negative. Both of these criteria were achieved, with 75 % of votes cast by national bodies participating in ISO/IEC JTC 1 being positive and only 14 % of all national votes cast being negative.
