Russia's Association of Regional Banks has requested that the Central Bank simplify the procedure for extending loans to Russian banks. The association's President Anatoly Aksakov made such a suggestion in a letter to the Central Bank's Chairman Sergei Ignatyev. Along with several other measures, he also suggested that the Bank for Development and Foreign Economic Affairs (Vnesheconombank) grant mid- and long-term loans to Russian banks against shares of credit institutions. The association believes that even a partial implementation of these steps would enhance the Russian banking sector's stability.

This right frequently appears to conflict with the intellectual property regime that governs pharmaceutical patents. This article examines the recent attempt by the Committee on Economic, Social and Cultural Rights to resolve this issue and argues that it fails. MOSCOW, Oct 15 (Reuters) - Russian mid-sized bank Globex has temporarily frozen early withdrawals of fixed-term retail deposits as it tries to conserve cash amid a liquidity squeeze, Kommersant business daily reported on Wednesday. The bank declined immediate comment on the report which quoted Globex's vice-president Emil Aliyev. The crisis has already forced the government to bail out two mid-sized banks, Svyaz Bank and Kit-Finance, as painful memories of savings losses in the 1990s a
