You can read the background if you want, but the short version is that the US suddenly claimed that Antigua-based online gambling sites were in violation of US anti-gambling laws. Antigua took offense at this, and noted that it appeared to violate free trade agreements between the two countries, most specifically because the US still allowed certainly types of domestic online gambling. The issue went to the WTO multiple times, and every time Antigua won -- and every time the US ignored the decision. At one point, the US pretended it won the ruling, and another time it announced that it was simply, unilaterally, changing its trade agreement with Antigua.

InfoWorld's Gripelog airs a subject that should interest this community — involved as we were with efforts against UCITA back in the day. One main aim of the derailed UCITA initiative was to give software manufacturers and content owners a degree of control over users' computers. Gripelog's Ed Foster informs us that UCITA is sneaking back in, under the cover of an an anti-spyware bill, S. 1625, now making its way through the US Senate. One clause in this draft bill would legalize what the BSA calls "electronic self help" — i.e., the ability for commercial entities to cripple or disable software or networks on your computer if they believe you are violating their property rights.

penguin_dance notes a report up at ABC News that high oil and gas prices in the US may be moving jobs back home in a trend that some economists are calling "reverse globalization." It's becoming more and more expensive to ship finished product from other countries, so some companies are moving the manufacturing back to the US. The article hints that this trend may spill over soon to raw materials such as steel. One economist is quoted: "It's not just about labor costs anymore. Distance costs money, and when you have to shift iron ore from Brazil to China and then ship it back to Pittsburgh, Pittsburgh is looking pretty good at 40 bucks an hour."

US titanium-dioxide market to top $2 billion in '09 on nanotech

US exports of titanium dioxide -- the naturally occurring oxide of titanium -- will grow by 21% to $1.5 billion this year, and could top $2 billion next year, as the commodity rebounds on strong sales of nanotechnology-based products, according to market reseach firm SBI. These nano-based products containing the material include self-cleaning windows and fabrics and pollution-busting paints, according to SBI's new report entitled The US Market for Titanium Dioxide. The new technology coupled with a wide range of uses will drive the US market for titanium dioxide, with the market jumping to $2.2 billion in 2009 and $2.3 billion by 2012. What's more, the market for the material's current uses -- including paints, printing inks, plastic and paper products, food, cosmetics, ceramics and rubber -- "are keeping export levels robust," the report

US State Dept. Loses Anti-Terrorist Program Laptops

Stony Stevenson writes "It has surfaced that the US State Department can't account for up to about 1,000 laptops, perhaps as many as 400 of which belonged to the department's Anti-Terrorism Assistance Program. Internal auditors found that the department lost track of $30 million worth of computer equipment, 'the vast majority of which... perhaps as much as 99 percent,' were laptops, according to one official. Another official calculated that the average State Department laptop costs US$3,000 and figured that meant as many as 1,000 laptops might be astray — not 10,000 laptops as the US$30 million figure suggests. They're obviously not very good at maths."
