In its opening minutes, the Dow Jones industrial average fell nearly 700 points, dipping below 8,000 for the first time since March 2003. But then the market reversed, turning positive just for a few minutes after 10 a.m. It then hovered just above and below that mark in the first hour of trading. By 11:30 though, the Dow was back down nearly 400 points.

Japan's central bank cut its benchmark rate by 20 basis points to 0.30% in an effort to encourage lending and spark growth in the country's struggling economy. Markets were expecting a 25 basis-point cut, so the disappointment pushed Tokyo's stock market lower. That caused modest risk aversion, which pushed the low-yielding yen higher across the board as global currency investors dumped their bets on higher-yielding currencies that were funded with loans from Japan. "In truth, a 20 basis point cut is likely to do little for the domestic Japanese economy," said Dustin Reid, currency strategist at RBS Global Banking & Markets.
