Bulgarian telecoms regulator the Communications Regulation Commission (CRC) has cancelled the tender for two mobile telecoms licences after it received no bids by the 27 November deadline. Three companies were reported to have bought tender paperwork, including Globul, the country's second-largest mobile operator. This is the second time this year that the CRC has cancelled the tender: in July it had to scrap the tender after attracting a single bid - from Liechtenstein-registered Telco - which did not fully meet the tender criteria.

Panasonic Corp. said it would spend up to $9-billion (U.S.) to take control of smaller rival Sanyo Electric Co. Ltd. Panasonic said it would offer ¥131 ($1.46 U.S.) per Sanyo common share, a 4-per-cent discount to yesterday's closing price, with the goal of acquiring a majority stake in Sanyo. Goldman Sachs said it would tender its Sanyo stake to Panasonic, while Sumitomo Mitsui Banking and Daiwa Securities SMBC are positively considering selling their stakes into the tender. Jordanian telecoms regulator the Telecommunications Regulatory Commission (TRC) may postpone the tender to award the country’s first 3G licences, following a request by the trio of local cellcos. The head of the regulatory body, Ahmad Hiyasat, confirmed that Zain, Orange and Xpress had jointly requested a two month delay to give them more time to prepare their bids. The TRC will study the request and will come to a decision next week. The original deadline for submission of bids was set for 27 January 2009.
