New report on watermarks and privacy misses the point

The Center for Democracy and Technology, a widely-respected Washington think tank, released a new report on Thursday that makes recommendations for the protection of privacy when using digital watermarks. Digital watermarks are imperceptible changes in media files that embed information about the files. Such watermarks are increasingly being used to track copyrighted content purchased from legal download services. CDT's report is aimed at helping the implementors of digital watermarking technologies do so in a way that preserves user privacy. Unfortunately, the report fails to make what seems to us the most crucial point: the best way to protect customer privacy is not to use personally-identifiable watermarks at all.
