Wang thinks additional policies could include to increase government spending to build more economic scale and low-end rental housing, and to encourage more investment in the middle market properties with easier land and credit access. He believes that housing investment is likely to bottom in the first half of 2009, with construction activities starting to recover in mid 2009. (KL)

WASHINGTON, Nov 10, 2008 (BUSINESS WIRE) -- Today, D.C. District Court Judge Henry Kennedy upheld lawsuits brought by Citizens for Responsibility and Ethics in Washington (CREW) and the National Security Archive challenging the White House's failure to properly store and recover millions of emails. In 2002, the Executive Office of the President (EOP) stopped using the Automated Records Management System (ARMS) that had been in place since 1994, which automatically backed up all emails, but failed to install any other backup program. As a result, the Office of Administration (OA) determined that millions of emails from between March 2003 and October 2005 have disappeared. Although OA developed a plan to recover the missing emails, it was never implemented and no new electronic records management system was ever put into place.

UBS is considering legal action against executives who were paid massive sums at the height of the credit boom, to force them to relinquish some of their bonuses. The bank, which has written off about $48bn in the credit crisis, said Wednesday it would discuss remuneration and ways of making staff more accountable for long-term performance at a special shareholders’ meeting on Nov 27. The meeting was initially seen purely as a formality to approve the creation of new capital under a SFr6bn ($5.2bn) bailout agreed with the Swiss government last month. But the agenda, sent to shareholders Wednesday, includes discussion of a board report on compensation. While the first two points concern reviewing the existing system and proposed changes, item three involves the “issue of repayment of previously granted incentive awards”.
