CRISIL has assigned its rating of AA/Stable to Andhra Bank`s (Q, N,C,F)* Tier I perpetual bonds issue. The rating factors in the support that Andhra Bank is likely to receive from its majority owner, the Government of India (GoI), in the event of distress, the bank`s healthy asset quality, and its average resource and earning profiles. However, these rating strengths are partially offset by the bank`s moderate Tier I capital ratio, regional concentration of business, and small scale of operations.

ESRB Supplements Rating System With Summaries

The Entertainment Software Rating Board (ESRB) announced today that in addition to their standard ratings for video games, they'll begin including summaries of the games, highlighting the parts which earned the rating. As Giant Bomb points out, some are quite entertaining to read. The new policy drew praise from Senators Hillary Clinton (D-NY) and Joe Lieberman (I-CT), both of whom have spoken out against "inappropriate" game content in the past. The summaries are viewable at the ESRB's website; thus far, they've only done them for games rated since July 1st.

ESRB to Offer Video Game Rating Summaries

Video games have carried ratings issued by the Entertainment Software Ratings Board (ESRB) for quite some time now. With the now familiar 'E' for everyone, 'T' for teens (13 and older), 'M' for mature themes (ages 17+) and the self-explanatory AO (adults only) ratings, consumers could base their purchasing decisions based on the age-appropriate categories but had little additional information to go on. While kids probably know all about a game, even before it's released, parents had little more to go on than the single-letter classification. Starting today the ESRB will provide summaries of game titles they rate that provide objective insight into the reason for a game's rating. In addition to new games, the ESRB will provide summaries for games going back to July 1 of this year.

SINGAPORE, Dec 3 (Reuters) - Singapore-listed commodity firm Noble Group rose as much as 6.9 percent on Wednesday after UBS initiated coverage of the stock with a 'buy' rating. UBS said in a report on Tuesday that Noble's shares were attractively priced, giving it a price target of S$1.35, after it said the stock had fallen 63 percent since a June 2008 peak, versus a 47 percent fall for the benchmark Singapore index. 'We believe the company is in a strong position to capture market share,' said UBS analyst Andreas Bokkenheuser. The Reuters-Jefferies CRB index, a global commodities benchmark, neared 5-½ year lows on Tuesday on fears of a long recession hitting demand, but UBS said Noble's global reach and economies of scale would be an advantage versus its competitors.
