Neil Carberry, CBI Head of Employment and Pensions, said: “Today's announcement by the Government is a step in the right direction. If the qualifying test is too complex and bureaucratic, many firms currently offering better provision may be tempted to level down into personal accounts, with employees losing out. We hope that the government will consider further simplification measures to ensure this does not happen, as the current proposals are still too complex.”

HONG KONG (MarketWatch) -- The Bank of Japan's policy board decided at an unscheduled meeting Tuesday to accept a broader range of collateral against the provision of liquidity, including loosened standards for the acceptance of corporate bonds, as it seeks to bolster funding available to companies ahead of the calendar and fiscal year end. The central bank said it will now accept BBB-rated corporate debt or higher as collateral, effectively watering down its previous qualifying standard of A-rated or higher, effective Dec. 9. The central bank also said it would provide unlimited funds collateralized by corporate debt at interest rates equal to its overnight call rate of 0.3%. The central said it would finalize the conditions for the new collateralized funding facility at its Dec.

Avoided cost. There's a term we don't deal with much nowadays, but there was a time when it was everyday talk in the power industry -- thanks to the Public Utility Regulatory Policies Act, the law that observed its 30th birthday in November, as my colleague Peter Maloney recalled in a post this past Wednesday. He took a look at PURPA in our weekly publications, and will explore it and its progeny more in the coming months. At any rate, way back when, PURPA regulations made qualifying power facilities get paid amounts linked to utilities' avoided costs.

Though some will protest that its DRM system is detestable, Valve's Steam platform is by far one of the best compromises between publishers and gamers, and it's a key contributor to the overall health of PC gaming. Valve has gradually developed the once-despised platform into something worth supporting, but if there is any one remaining flaw of the system, it's that the service is not cross-platform compatible. However, if some snoopers who have found Linux binaries in Valve code are correct, that may need a qualifying "yet."
