The closed-end mortgage provisions of Regulation Z, which implement the Truth in Lending Act and the Home Ownership and Equity Protection Act, have been amended. Among other changes, these provisions now include consumer protections specific to "higher-priced mortgage loans." The compilation and reporting of loan data provisions of Regulation C, which implements the Home Mortgage Disclosure Act, now conform to the definition of higher-priced mortgage loans under Regulation Z. The amendments to Regulations Z (with limited exceptions) and C take effect on October 1, 2009.

Greeces’ National Bank, the country’s lender posted a 5.5% fall in its nine-month net profits to EUR 1.24 billion. Excluding one-off items profits would have grown by 7%, the bank said. Strong loan growth, and increased revenues from operations outside Greece, along with strict cost control helped the bank to perform well, beating by far analysts forecast. National proceeded with a sharp increase in its provisions by 21% in the third quarter and said that it is prepared to raise further, if necessary.

A proposed bill aimed at strengthening the provisions of the Federal Information Security Management Act would require the U.S. government to spend an additional $610 million on FISMA implementation costs over the next four years if it is passed, according to an estimate by the Congressional Budget Office. The CBO said in a cost estimate released on Tuesday (download PDF) that the bill could also affect spending on security by agencies, such as the U.S. Postal Service, that don't receive annual funding for compliance with the act. But any increase in costs at those agencies is likely to be relatively small and could be offset by increasing the fees they charge for their services, the CBO added.
