For much of the 2008 presidential campaign, space got an unusual degree of attention from the candidates. Normally a niche issue that gets virtually no attention from candidates, space policy warranted a number of statements from both Democrats and Republicans alike, culminating in August in the release of detailed statements by the campaigns of John McCain and Barack Obama on how they would deal with space if elected (see “Space policy heats up this summer”, The Space Review, August 18, 2008). While still overshadowed by foreign policy, the economy, and other major issues, space got far more attention in 2008 than in many previous presidential campaigns.

After fact finding missions on nanotechnology in Mexico, Argentina and Brazil in the period 2007-2008, a comparison of the state of the art of nanotechnology research and policy in these countries is possible. It appears that nanotechnology research and policy is most advanced in Brazil, which plays the role of a regional leader in MERCOSUR. Investments in research infrastructure and high quality research is also available in Mexico, but the lack of a clear government policy and early stage of networking may hamper structural international cooperation, except in basic research. In Argentina, networking and international cooperation are well developed, though mainly in single disciplinary basic science, and there is a clear government policy.

eBay is rolling back its Identical Listings policy and will begin showing all identical listings from the same seller for Fixed Price items in search beginning this week. For years, eBay had limited sellers to 15 identical listings at any one time. In June, eBay removed those restrictions, but limited the display of duplicate listings from the same seller in search results to one listing. It quickly rolled back the "de-dupe" policy for auction listings, but it continued to show just one identical listing per seller for fixed-price listings.

Ian Lamont writes "Buried in the court filings of the recently concluded Psytar antitrust suit against Apple is a document that discussed Apple's corporate policy regarding employee email. Apparently, Apple has no company-wide policy for archiving, saving, or deleting email. This could potentially run afoul of e-discovery requirements, which have tripped up other companies that have been unable to produce emails and other electronic files in court. A lawyer quoted in the article (but not involved in the case) called Apple's retention policy 'negligent.' However, the issue did not help Psystar's lawsuit against Apple — a judge dismissed the case earlier this week."

HONG KONG (MarketWatch) -- The Reserve Bank of Australia cut its main interest rate to 4.25% from 5.25% Tuesday, its lowest level since December 2001. In an accompanying statement, Gov. Glenn Stevens said the rate cut will take monetary policy to its previous cyclical low point, a level he described as "expansionary". "There has now been a major easing in monetary policy over the past few months. Together with the spending measures announced by the government, and a large fall in the Australian dollar exchange rate, significant policy stimulus will be supporting demand over the year ahead," Stevens said in the statement. He added that global inflation will moderate "significantly" in 2009 because of falling commodity pries and below-trend growth.

The forecasts, contained in the Reserve Bank of Australia's (RBA) quarterly monetary-policy statement, were even lower than the government's downwardly revised estimates issued last week and only added to expectations for more policy easing. 'There's no doubt that the fragile state of world financial markets, unfolding global recession, and an increasing concern over the Chinese juggernaut are dominating the policy debate with the RBA likely to take out further rate insurance,' said Su-Lin Ong, a senior economist at RBC Capital Markets.
