RBA to review PayPal, eBay link

The Reserve Bank of Australia's Payments System Board (PSB) is looking into eBay and PayPal. The latter, an online payments service, is a subsidiary of the web auctions provider, and there have been complaints by users that eBay now gives the impression it mandates the use of PayPal for all transactions. This is despite eBay not gaining permission under the Trade Practices Act for this exclusivity from the Australian Competition & Consumer Commission. PayPal MD Andrew Pipolo and eBay vice-president Simon Smith will be interviewed by the PSB in October 2008

PayPal silent on eBay refunds dispute

Online payment company, PayPal, will not reveal details of refunds to eBay customers. After the collapse of EBS International in July 2008, PayPal said that 2,500 customers were affected. In mid-August, it stated that it had dealt with all the affected customers and the matter was finalised, but no figures will be publicly revealed

Bridger writes "Amazon has introduced two new payment systems for merchants and consumers which brings it into a market dominated by PayPal. Google introduced a similar system for merchants and consumers in 2006, also called Checkout, but it has not found favor with online retailers. Auction giant eBay, which owns PayPal, has prevented consumers from using the Google system."

I abandoned eBay (EBAY) as an investment many years ago as it's now a "value play" instead of growth, but have always said I'd love to get a piece of the action of PayPal if they ever spun it off in its own entity. It's essentially a Mastercard (MA)/VISA (V) clone. PayPal is now up to 1 of every 4 dollars of revenue for Ebay, and why they don't create value by doing a PayPal IPO is beyond me.
