The Reserve Bank of Australia's Payments System Board (PSB) is looking into eBay and PayPal. The latter, an online payments service, is a subsidiary of the web auctions provider, and there have been complaints by users that eBay now gives the impression it mandates the use of PayPal for all transactions. This is despite eBay not gaining permission under the Trade Practices Act for this exclusivity from the Australian Competition & Consumer Commission. PayPal MD Andrew Pipolo and eBay vice-president Simon Smith will be interviewed by the PSB in October 2008

Google introduced a similar system for merchants and consumers in 2006, also called Checkout, but it has not found favor with online retailers. (October 6, 2008) In praising online credit payment system Bill Me Later Inc. Monday morning, PayPal Inc. President Scott Thompson called Bill Me Later a “disruptive business” in the positive sense, and he credited PayPal for also being a disruptive payments player. And disruption of the status quo is quite possible with today’s announcement that PayPal parent company eBay Inc. will buy the 8-year-old Bill Me Later for $820 million in cash and another $125 million of outstanding options net of option exercise proceeds. Bill Me Later chief executive officer Gary Marino will now report to Thompson.

There's a very interesting article via MSN Money about how Amazon (AMZN) is beating up EBay (EBAY). I abandoned eBay (EBAY) as an investment many years ago as it's now a "value play" instead of growth, but have always said I'd love to get a piece of the action of PayPal if they ever spun it off in its own entity. It's essentially a Mastercard (MA)/VISA (V) clone. PayPal is now up to 1 of every 4 dollars of revenue for Ebay, and why they don't create value by doing a PayPal IPO is beyond me.
