The Lands Commission Bill seeks to create a one-stop-shop for land administration and the provision of services by bringing together all the seven institutions responsible for land management in the country. A parliamentary report said the fragmentation of the services of agencies such as the Land Title Registry, Land Valuation Board and Lands Commission over the years, had made the provision of land services very difficult.

The entertainment industry has been working very hard on a global scale to force ISPs to adopt three strikes policies. In some instances, ISPs do this voluntarily (like Cox), while in other instances, the industry has convinced governments to force ISPs to enact such rules. Efforts in Europe to do this recently stalled, the EU Parliament recently deciding that such laws would interfere with individual privacy and civil rights. Given that they couldn't get the law passed honestly, the entertainment industry is now trying to get the law passed covertly through the back door via a suite of new "telco reform" laws.

Senegal passed the milestone of 5 million mobile customers in September, finishing the third quarter with a total 5.01 million. The market added over 289,000 new customers in the third quarter, taking mobile penetration to 47.35 percent of the population. Orange leads the market with 3.188 million customers, up from 3.042 million in June, while Sentel, which has seen the government recently threaten to revoke its licence, ended September with 1.822 million users, up from 1.679 million in June.
