December 18, 2008 -- The Mobile PC Extended Battery Life Working Group (EBL WG) released today updated guidelines for measurement of notebook PC display power. The 2008 EBL WG Display Measurement Guidelines is a revision to those first released by the EBL WG in 2003. The display is the top power consuming platform ingredient in a typical notebook PC. The power measurement methodologies contained in the guidelines are part of the mobile PC industry's effort to find ways to continue to reduce the power consumption of notebook PC liquid crystal displays (LCDs) and extend battery life.

Commission issues guidelines to get Mobile TV on Europeans' mobile phones

The European Commission has today taken a decisive step towards the promotion of competitive Mobile TV services in the EU. It has published a set of guidelines for the authorisation of Mobile TV to accelerate roll-out of the service across Europe. Mobile TV revenues worldwide are expected to reach more than €7.8 billion in 2013. The commercial services launched before summer 2008 in some European countries show that there is an increasing consumer demand: in the Netherlands alone, 10 000 users had already subscribed to the service at the beginning of autumn. Authorisations from Member States for Mobile TV services are needed before any commercial launches by operators. Along with the addition of the DVB-H standard to the EU list of official standards in March 2008 (IP/08/451), these guidelines underline the Commission's strong commitmen

Is The UK Patent Office Ignoring Court Ruling On Software Patents?

Back in October, we were disappointed by a UK court ruling that effectively told the UK's Patent Office that it had to stop rejecting software patents outright, and instead consider software patentable if it met certain criteria. Given the widespread evidence that software patents have done plenty of harm, and almost nothing to help the software industry, this is generally disappointing. However, it looks like the UK patent office may be trying to do its best to ignore the implications of the court ruling. A few readers have sent in the news that the patent office has released some guidelines that effectively say the patent office will continue to use the same guidelines its used in the past, which reject patents for pretty much all pure software.

Web Content Accessibility Guidelines 2.0 Now Final

beetle496 writes "It has been going on nine years now, but finally there are formal standards for Web accessibility for technologies other than HTML. They ask that you start with the press release (lots of links), but regulars might be more entertained by the last time WCAG made the front page here. Many folks here will point out that web accessibility is old hat, and by implication this is hardly news, but if you do Web development for any government organization, you should expect that accessibility is a base requirement. The Section 508 standards are to be updated (relatively) soon too."
