China: Painting the world red

n his The Decline and Fall of Great Powers, Paul Kennedy argued that, historically, great powers have tended to fall when they undertook financial commitments their economies could not bear. Is the United States reaching a precarious financial position? President Bush, with his huge tax cuts for the rich and the disastrous and costly war in Iraq, has turned the inherited fiscal surplus into a deficit forecasted at $ 400 billion.
