CANNES: The brutal French-Belgian-Liberian movie "Johnny Mad Dog," an assaultive fiction about Liberian child soldiers made with boys and girls who actually fought in that country's recent war, left me wrung out - furious, confused, deep in thought. Shown Tuesday in Un Certain Regard, a section of the Cannes Film Festival reserved for younger and experimental filmmakers, the movie is the first fiction feature by Jean-Stéphane Sauvaire, a former assistant director who was born in 1968. Sauvaire previously made the documentary "Carlitos Medellin" (2004), about children who are surviving and dying from the violence that plagues Medellín, Colombia.

Ian Lamont writes "Anti-spam service Knujon has released reports highlighting how certain registrars in the US and abroad have consistently failed to live up to certain WHOIS-related obligations under ICANN's Registrar Accreditation Agreement (RAA) — specifically, the requirement that people or company registering domains provide valid contact information. Now the firm is requesting that ICANN shut down the worst alleged offender, Xinnet Bei Gong Da Software. According to Knujon, none of the WHOIS records in a sample of 11,000 alleged spam sites registered through Xinnet and reported by Knujon to ICANN's Whois Data Problem Report System were corrected in a six-month period ending in May 2008 — and the Chinese registrar continues to register about 100 spam sites per day.

May 28, 2008 (FinancialWire) VocalTec Communications Ltd. (NASDAQ: VOCL) (Current Market Cap. US$3.84 Mil.) has signed a patent purchase agreement to sell selected patents to Karo Millennium J.P. L.L.C. Other companies trading in VocalTec s industry include AT&T Inc. (NYSE: T), Verizon Communications Inc. (NYSE: VZ), an BCE Inc. (NYSE: BCE). Pursuant to the PPA, VocalTec will sell 11 patents and certain patent-related rights, out of the company s current portfolio of 22 patents, for the aggregate selling price of $12.5 million. The patents to be sold consist of nine US patents, one Israel patent, and one Australian patent. Copyright Office Amends Rules Governing Interest Payments on Certain Royalty Fees and Makes Technical Amendment

In light of the Copyright Office’s electronic funds transfer requirement, the Copyright Office is amending its rules governing the payment of interest on late or underpaid royalty fees under the Copyright Act to clarify when interest for late payments and underpayments is due. The Copyright Office is also making a technical correction to its satellite carrier requirements to recognize changes made to section 119 in 2004. (Read further information.)
