The iPhone is not yet in Walmart stores, but may ship to them in December, new accounts claim. Although sources had suggested that Walmart could carry the iPhone as soon as November 15th, that date has since passed without any indication of a near-future release. New reports indicate that the launch may have been delayed, and will instead happen towards the end of December, possibly after Christmas. Managers at Walmart stores are said to have been informed of plans, in part through a memo revealing the new timeframe. A number of low-level workers may also be aware of plans.

The Department of Justice (DoJ) this week voiced strong opposition to the Senate version of the PRO IP Act, a controversial copyright bill that would greatly expand enforcement and penalties for copyright infringement. The bill, S. 3325, the Enforcement of Intellectual Property Act of 2008, passed the Senate Judiciary Committee easily this week, meaning it is now clear for a floor vote—and possibly headed for the president’s desk. The government has pledged to provide rescue packages to both Lloyds TSB and HBOS only under the condition that they merge. With this added incentive, Lloyds may eventually buy out HBOS, even in the wake of steep falls in the share prices of both banks. This move may promote stability in the banking system, but could signify the beginning of the end of competition and banking best practice.

Homncruse sends in news of Bill Gates's new adventure, adding "I was working just one or two floors under this new office when it was all coming together. I even unknowingly shared an elevator with him at one time on his way up to the office." The article notes that the name "bgC3" derives from Bill Gates, catalyst, and the "third thing," neither Microsoft or the Bill & Melinda Gates Foundation. "Just months after his Microsoft farewell, Bill Gates is quietly creating a new company — complete with high-tech office space, a cryptic name and even its own trademark. Public documents describe the new Gates entity — bgC3 LLC — as a 'think tank.' It's housed within a Kirkland office that the Microsoft co-founder established on his own after leaving his day-to-day executive role at the company this summer.

twigles writes with news of a new proposed bill that seeks to curtail DHS's power to search and seize laptops at the border without suspicion of wrongdoing. Here is Sen. Feingold's press release on the bill. The new bill has more privacy-protecting safeguards than the previous one, which we discussed last month. "The Travelers Privacy Protection Act, a bill written by US Senators Russ Feingold, D-Wis., and Maria Cantwell, D-Wash., and Rep. Adam Smith, D-Wash., would allow border agents to search electronic devices only if they had reasonable suspicions of wrongdoing. In addition, the legislation would limit the length of time that a device could be out of its owner's possession to 24 hours, after which the search becomes a seizure, requiring probable cause.
