cynagh0st writes "A Pew Internet & American Life Project report indicates that of an overwhelming majority of Chinese people that believed the Internet should be 'managed or controlled,' 85% want the government to do this managing. This is resulting from surveys on Internet use over the last seven years in China. 'The survey findings discussed here, drawn from a broad-based sample of urban Chinese Internet users and non-users alike, indicate a degree of comfort and even approval of the notion that the government authorities should control and manage the content available on the Internet.' The report goes further into describing the divide in perspective between China and Western Nations on the matter and discusses the PRC's justifications for Internet control.

A group of U.S. Senators are asking the FBI to explain a recent controversial National Security Letter sent to the Internet Archive. The Internet Archive was able to defeat the request with help from the EFF and the ACLU this past April. "The Internet Archive's case is only the third known legal challenge to NSLs, despite the fact that the the FBI issues tens of thousands a year -- more than 100,000 such letters were issued in 2004 and 2005 combined. But despite the lack of legal challenges from recipients at ISPs, telephone companies and credit bureaus, successive scathing reports from the Justice Department's Inspector General have found illegal letters and a willy-nilly culture within the bureau towards tracking their usage."

According to the latest E SOURCE market research study, 51% of Internet users in the U.S. and Canada now pay at least one monthly bill online. That represents a substantial increase over the results of the company's 2004 research. At that time, only 33% of Internet users were making online payments. In 2005, the Pew Internet & American Life Project reported a relatively small increase -- around 38% of Internet users were paying a monthly bill online. According to Andrew Heath, director of Customer Satisfaction Services at E SOURCE and one of the new study's authors, "our current finding is important because it indicates a major shift in customer behavior over the past four years." Russian President Dmitry Medvedev called for Russia to be assigned an Internet domain name in the Cyrillic script on Wednesday as part of a Kremlin drive to promote Russian as a global language. [...] "We must do everything we can to make sure that we achieve in the future a Cyrillic Internet domain name—it is a pretty serious thing," Medvedev told the International Congress of Russian Press in Moscow. "It is a symbol of the importance of the Russian language and Cyrillic and it is not a bad sphere of cooperation. And I think we have a rather high chance of achieving such a decision in the Internet world." [...] Industry experts say Russia wants its domain name to be .rf—for Russian Federation—but written in the Cyrillic script.

Corrupt links to a Sydney Morning Herald article which begins "The French state and internet service providers have struck a deal to block sites carrying child pornography or content linked to terrorism or racial hatred, Interior Minister Michel Alliot-Marie announced on Tuesday." The article is thin on details, but what it does say is bad enough: "Under the French plan, internet users, via a platform, will be able to signal inappropriate sites and the state, receiving the complaints in real time, will then decide whether the sites are to go on a so-called black list to be passed on to internet service providers to enforce site blocks." It sounds like the perfect way to organize an especially malicious DDoS attack. The French government has never been shy about wanting to "protect" French people by censoring Internet content, though.
