The Legislative Yuan approved the first reading of an amendment to a WTO agreement yesterday, which will allow Taiwanese pharmaceutical companies to make cheaper generic drugs for underdeveloped countries to combat fatal diseases such as HIV/AIDS, malaria and bird flu.

If approved by MPs in the House of Commons, the amendment to the Criminal Justice and Immigration Bill could become law. This would mean it would be a criminal offence to "intentionally or recklessly disclose information contained in personal data to another person, repeatedly and negligently allow information to be contained in personal data to be disclosed, or intentionally or recklessly fail to comply with (their) duties".

Why The 'Third Party Doctrine' Undermines Online Privacy Protections

There's been an interesting discussion going on between my colleague Jim Harper and legal scholar Orrin Kerr about the third party doctrine, the legal principle that, in effect, you lose your Fourth Amendment rights when you relinquish information to a third party. The doctrine has become increasingly important with the rise of modern technology because we now entrust a host of private data -- including our email, cell phone calling data, credit card transactions, and more -- to private companies, and the third party doctrine would seem to suggest that Fourth Amendment protections would not extend to such information. A couple of weeks ago, Kerr posted a draft paper defending the doctrine, arguing that it brings clarity and simplicity to privacy law and avoids the need for "a complex framework of sui generis rules.

Now, the government of Nicolas Sarkozy is trying to revive the the measure by pushing it as an amendment to the pan-European Telecoms Package. WASHINGTON, DC — On Monday, June 9, 2008, the American Institute of Biological Sciences sent a letter to members of the Louisiana House of Representatives asking that they oppose SB 733, the "Louisiana Science Education Act," introduced by Louisiana State Senator Ben Nevers (D-Bogalusa). The legislation, if passed, would pose a real threat to science education in Louisiana's public schools. SB 733 has passed the Louisiana Senate and is pending final passage in the Louisiana House today.

Dodd, Feingold To Try and Filibuster Immunity Bill

shma writes "This morning the senate has a scheduled cloture vote to cut off debate on the FISA bill which grants retroactive immunity to telecoms who engaged in warrantless wiretapping. Senators Russ Feingold and Christopher Dodd have pledged to try and filibuster the bill, but require the vote of 40 senators to keep the filibuster alive. The article states that a similar "threatened filibuster failed in February, when the Senate passed a measure that granted amnesty and largely legalized the President's secret warrantless wiretapping programs." Should they lose the cloture vote, the bill is all but assured of passing. A proposed amendment stripping the immunity provision from the bill is also expected to fail."

Trade Unions call for REACH amendment to cover nanomaterials

European labour unions have called on the European Commission to amend the REACH regulation on chemicals to better protect workers against nanomaterials throughout their lifecycle. Their call comes shortly after the EU executive argued that nanotech is already covered by existing EU regulation. "Workers all along the production chain from laboratories through to manufacturing, transport, shop shelves, cleaning, maintenance and waste management" are exposed to nanomaterials manufactured and placed on the market without true knowledge of their potential impacts on human health and the environment, states a resolutionPdf external adopted by the European Trade Union Confederation (ETUC) on 25 June. The confederation calls on the Commission to amend the bloc's chemicals legislation (REACH) to cover nanomaterials manufactured or imported below
