06/30/08 - CMS Puts 10-Day Hold on Medicare Physician Payment

The hold is designed to avoid disruption in the delivery of services and payment of fee-for-service claims, the Centers for Medicare and Medicaid Services said. “This should have minimum impact on provider cash flow because, under current law, electronic claims are not paid any sooner than 14 days (29 days for paper claims) after the date of receipt. Meanwhile, all claims for services delivered on or before June 30 will be processed and paid under normal procedures.”

Medicare Nixes Stamped Physician Signatures

Stamped physician signatures are not acceptable on any medical record, the Centers for Medicare and Medicaid Services has emphasized in new guidance to providers and Medicare contractors. CMS acted in response to problems of noncompliance with requirements for a valid physician signature on medical documents. The new guidance (Change Request 5971) prohibits use of stamped signatures. Medicare does accept handwritten or electronic signatures or facsimiles of the original written or electronic signatures.

06/27/08 - Senate Stalemate Stalls Medicare Physician Fee Fix

The Senate was one vote shy of the 60 needed to invoke cloture and allow consideration of the Medicare spending bill approved by the House with a wide bipartisan margin (H.R. 6331) and granting a physician fee increase from July 1 of this year through 2009. The stumbling block: GOP opposition to reductions in Medicare managed care payments to pay for the increase. The president has said he will veto any such reductions like those contained in H.R. 6331.

Payment of Physician Claims to Be Delayed Pending Congressional Action on Pay Cut

Physician claims under Medicare will not be processed during the first 10 business days of July, pending Congressional action to address a 10.6 percent Medicare pay cut that took effect July 1, the Centers for Medicare and Medicaid Services (CMS) said June 27.

CMS Proposes Changes to 2009 Physician Fee Schedule

The Centers for Medicare and Medicaid Services (CMS) on June 30 announced proposed changes to the Medicare physician fee schedule (MPFS) for 2009. The proposed rule would cut payments to physicians by 5.4 percent unless Congress acts to reverse the cuts before Jan. 1, 2009.

Push Is on to Overhaul Medicare Physician, Lab Payments

While Congress just enacted Medicare legislation canceling a physician fee cut and repealing lab competitive bidding, lawmakers have already been put on notice that physician and clinical laboratory groups will be pushing next year for fundamental changes in the methods that Medicare uses to pay for their services.

At press time, as Congress reconvenes after the Independence Day recess, the Senate is set to consider Medicare legislation that would roll back the July 1 cut of 10.6 percent in pathology and other physician fees and grant payment increases through 2009, extend the pathology "grandfather" protection for independent clinical laboratories, and repeal the lab competitive bidding demonstration.

07/10/08 - Congress Repeals Lab Competitive Bidding, Reverses Physician Pay Cut

The Senate on July 9 approved legislation that repeals the laboratory competitive bidding demonstration project, extends the so-called "TC grandfather clause" for 18 months, and reverses the 10.6 percent cut in physician reimbursements that took effect July 1. The measure already passed the House and now goes to the president for his signature. “This is a great day for laboratories and the Medicare beneficiaries who rely on critically important laboratory services,” said Alan Mertz, president of the American Clinical Laboratory Association (ACLA). “We now urge President Bush to sign this much needed legislation into law as soon as possible.”
