US President George W. Bush has signed a law overhauling the rules for eavesdropping. The law lets the government conduct intrusive surveillance without ever telling a court who it intends to spy on, what phone lines and e-mail addresses it intends to monitor, where its surveillance targets are located, or why it's conducting the surveillance. The American Civil Liberties Union has filed suit in Manhattan federal court calling for the law to be voided as a violation of constitutional speech and privacy protections. The action was filed on behalf of human-rights groups, journalists, labour organizations and others who say they fear the law will allow the US government to monitor their activities.

Congress voted earlier this year to give retroactive immunity to telecoms that had participated in the government’s warrantless wiretapping program, a move that was a huge victory for the telcos and a big setback for the related cases that were all pending at the time. One of those cases was a case filed by the Electronic Frontier Foundation against AT&T. It was believed that the case would be dismissed but debate continues about how the amnesty will be applied to allowing the dismissal to take place. The EFF isn’t giving up the seemingly hopeless battle; the group is expanding the lawsuit and plans to sue the government for its role in the wiretapping.
