It will slow down your T1, but it depends on where the VPN is terminating. If the VPN is terminating on the router, it should not affect the LAN. The router would convert the regular packages over the LAN. If the VPN is going in through a server, then the processing overhead is required to do that conversion. So in that case, if you're using that server and you have all of those VPN connections going, then everything will slow down. That could cause access to the server to locally slow down.

An anonymous reader writes "Seems like Cuba is working around the US internet embargo by teaming up with Venezuela: A confidential contract released yesterday on Wikileaks reveals Cuba's plan to receive internet upstream via an undersea cable to Venezuela, thus circumventing the enduring embargo of the US, denying Cuba access to nearby American undersea cables and overcoming the current limits of satellite-only connectivity. The connection, to be delivered by CVG Telecom of Venezuela, is to be completed by 2010 and will provide data, video as well as voice service for both the public and governmental services."

Another story of mobile broadband sticker shock. Italy’s competition authority AGCM is looking into complaints that customers of 3, the Hutchison Whampoa-owned mobile network, was grossly overcharging for mobile web services. Reuters reports that the AGCM has “ordered” 3 to suspend the invoices of some customers, whose bills for the service reached some 10,000 euros ($15,850). The consumer watchdog said it was specifically looking into whether customers had been properly warned that they would trigger such high prices if they went over their 5 gigabyte per month data limit. The bills in question range from September 21, 2007 to May of this year, when 3 upgraded its billing system to prevent more cases like this happening.
