Labor, Treasury reviewing use of annuities in 401(k) plans

The Department of Labor and the Treasury Department have requested information on using annuities in 401(k) and other defined-contribution plans as part of their review of the Employment Retirement Income Security Act of 1974 and other tax laws related to the plans. The inclusion of annuities in 401(k) plans has received widespread support from the industry. "The ACLI supports policies that both encourage employers to offer annuities in their retirement savings plans and encourage employees to recognize the importance of receiving a guaranteed lifetime income in retirement," said Frank Keating, president and chief executive officer of the American Council of Life Insurers.

T-Mobile Outlines HSPA+ Plans

Talking about their HSPA+ plans at the Mobile World Congress this week in Barcelona, T-Mobile tells Light Reading that the carrier plans to have the speedier standard deployed to 90% of their entire footprint by the end of this year. HSPA+ is theoretically capable of speeds up to 21 Mbps, though users will see speeds closer to 7-10 Mbps downstream. T-Mobile's 2010 HSPA+ upgrade plan would bring the faster service to 205 million people and 271 cities. Of course this all depends on whether or not T-Mobile can get enough backhaul bandwidth to feed these cell sites and avoid congestion, something the carrier says they've already been working on for several years. T-Mobile's HSPA+ service has been live for testing in parts of Philly for some time, though T-Mobile only unveiled the first HSPA+-supported devices this week.

Small migratory birds, like the garden warbler, must make stopovers on their journeys to their breeding grounds. When they have crossed extensive ecological barriers, such as deserts or oceans, they must land to replenish their fat reserves. A researcher from the Max Planck Institute for Ornithology in Seewiesen and a team of Italian colleagues measured the duration of the stopovers made by garden warblers on an island off the Italian coast. There they observed that fat birds usually move on the night of their arrival, while thin birds interrupt their journey for an average of almost two days.

IRS compliance projects identify common errors in small plans and top-heavy 401(k) plans

The IRS has released results and findings from two examination projects under the Learn, Educate, Self Correct and Enforce (LESE) compliance initiative. The projects, which focused on defined contribution plans with less than $250,000 in assets and top-heavy 401(k) plans, highlighted compliance problems among small plans, such as the inadequate bonding of plan fiduciaries.
