National conference showcasing cutting edge science and technology by women begins in New Delhi

National Conference on Showcasing Cutting Edge Science & Technology by Women began in New Delhi today with the President of India, Smt. Pratibha Devisingh Patil calling upon women scientists to bring about significant change by working at the grassroot level for women's empowerment. Addressing the gathering which included a large number of women scientists from across the country and young science students at the Vigyan Bhavan, the first woman President of India said that the participation of women in the dynamic field of science is central not only in our efforts for gender equality but also to make women stakeholders of the future construct of the world. She lauded the efforts of the Ministry of Science and Technology in promoting women scientists.

Bill Would Bar US Companies From Net Censorship

Meredith writes "A bill that would penalize companies for assisting repressive regimes in censoring the Internet may finally be headed to a vote. The Global Online Freedom Act 'would not only prevent companies like Yahoo from giving up the goods to totalitarian regimes, but would also prohibit US-based Internet companies from blocking online content from US government or government-financed web sites in other countries.' Unfortunately, there's also a giant loophole: the president would be allowed to waive the provisions of the Act for national security purposes."

Jury Has No Problem With Rambus Patent Tricks; But Let's Wait For The Appeal

Rambus really is a fascinating company. Almost no one denies that it pulled some sneaky tricks in making sure that they had patents that covered a DRAM standard -- but the question was whether or not those tricks were actually illegal. The EU and the FTC both decided that Rambus' actions were illegal, but the company just kept hiring lawyers and has now convinced a jury it did nothing wrong. This isn't a surprise as juries almost always side with patent holders, in part due to the great American myth that a patent is a wonderful thing not to be questioned. But, Rambus is extremely premature in announcing: "This ruling should put to rest a series of ongoing allegations Rambus has endured for many years." Hardly. There will be appeals that are going to drag this out even longer.

Orphan Works Legislation Would Be A Small But Important Step Toward Copyright Reform

We've long promoted the common-sense idea of orphan works legislation. Orphan works are works still under copyright whose present owners are unknown. This is a serious problem because there's no way to license orphan works and a big risk of a subsequent infringement lawsuit if they're used without a license. My co-blogger Jerry Brito has a post examining a pair of bills (one in the House, one in the Senate) that would address the problem. Under the proposal if someone is unable to find the owner of a copyrighted work after a diligent search, then the work could be used without the fear of a crippling lawsuit later. If a copyright holder comes along later, he won't be able to obtain draconian punitive damages. A media-delivering set-top box is in the works for the company, leveraging the store's existing competence in the industry to provide a viable alternative to iTunes, Xbox Live, and Amazon. 'There was no mention of price or how such a service would work in the report. But let's think about this: to compete with Apple TV or Vudu, the device would have to cost around $200, and rentals of movies and TV shows should be around $3 to $4 each, which would be slightly cheaper than rentals of new releases from Blockbuster currently.
